The Community ECHO
The Community ECHO is a visionary initiative designed to meet the growing need for enhanced safety, crime prevention, and a stronger law enforcement presence within communities. As communities expand and populations increase, it becomes economically and physically impossible for law enforcement to maintain a constant presence on every street corner. The Community ECHO (ECHO), standing for Electronic Community and Homeland Observation, introduces an innovative concept of Wide Area Surveillance Solutions (WASS) that can be economically deployed across communities.
Key Challenges and Solutions
1. Trust and Privacy Concerns:
• Challenge: There is a significant lack of trust between the public and law enforcement, compounded by concerns about privacy invasion.
• Solution: These issues can be mitigated through targeted community education that emphasizes transparency and collaboration.
2. Safety and Crime Prevention:
• Objective: ECHO is designed to meet public demands for increased safety and effective crime prevention strategies.
• Outcome: By fostering trust and creating a protective liaison between law enforcement and the community, ECHO aims to build safer neighborhoods.
The Community ECHO
Community-Based Observation System:
• The Community ECHO leverages advanced video surveillance technologies to enable community and neighborhood watch activities. These technologies facilitate anonymous participation, allowing individuals to assist in crime prevention and evidence recovery.
Deployment Areas:
• The Community ECHO is primarily deployed in public areas such as business districts, entertainment venues, shopping centers, and recreational spaces to enhance safety. While it can also be implemented in residential sectors, its primary focus remains on public areas.
Legal Compliance:
• Our solutions operate within all state and federal laws governing electronic video surveillance. The Community ECHO mirrors the efforts of law enforcement and community neighborhood watch programs, focusing on crime prevention and monitoring without generating revenue through systems like red-light cameras or electronic speed ticketing.
Community Management
A Community ECHO Committee:
• Each participating community will establish a committee responsible for monitoring and maintaining The Community ECHO’s activities. These groups are appointed by the community and play a crucial role in The Community ECHO’s success.
Crime Deterrent and Prevention:
• The primary function of The Community ECHO is to increase safety by deterring criminal activities and recover evidence if a crime occurs. The system’s enterprise-level capabilities allow it to integrate with most law enforcement central monitoring locations, pending approval from The Community ECHO Group and local law enforcement.
Information and Video Management
Evidence Recovery:
• Information gathered for evidence recovery will be reviewed by The Community ECHO Committee in collaboration with law enforcement to determine its relevance. The committee will manage, maintain, and submit relevant information to law enforcement as evidence in criminal investigations.
Implementation
Proven Solutions:
• The Community ECHO systems and devices are based on proven solutions used by military, government agencies, law enforcement, and other state and local entities. These solutions are now economically accessible to the public sector.
High-Quality Equipment:
• Equipment provided under The Community ECHO is manufactured by world-class, long-term producers of Video Surveillance products. All equipment must meet stringent requirements to ensure compatibility with law enforcement systems and sustainable serviceability.
Security Layers:
• Multiple security layers within the systems and communication mediums protect against unauthorized access, ensuring the integrity of sensitive information.
Power Infrastructure Requirements:
• The systems can be powered through various means, including existing utility power and solar energy. Regulations by Utility Providers in some case restrict access to grid power and installation of equipment to Utility and Traffic Signal poles. The Community ECHO teaches communities various options to mitigate these issues. Regulations vary by State and Utility Provider. These regulations also impact efforts by local municipal entities.
Versatile Deployment:
• The Community ECHO devices and systems can be deployed in permanent, semi-permanent, and temporary setups, allowing for flexible monitoring during special events or disaster recovery situations.
Communication Requirements:
• The Community ECHO utilizes existing infrastructure combined with multi-level secured wireless communication, cellular, and Internet access for localized and remote monitoring and recording functions.
Administration, Services, and Education
Administration:
• Ultimately, The Community ECHO systems are administered by The Community ECHO committee selected in the community. In the Interim and until the committee is properly trained, systems are administered by NexGen Integration LLC, AwayVision LLC, local system integrators, and community sponsors
